Rec Rules
The following are the playing rules for the 2023-2024 Cook Inlet SC Recreational Soccer Seasons. These rules were established and based on, with some exceptions, the U.S. Soccer Player Development Initiatives (PDI). The rules should not be deviated from nor altered as their Purpose is to ensure the standards of play are consistent for all players throughout that particular age division and are developmentally appropriate for the players participating in that specific age group. Any question(s) regarding the 2023-2024 CISC Recreational Soccer Rules should be directed to the Cook Inlet SC Recreational Director and/or Executive Director. If there is a dispute to any rule or if the rule is not stated here, reference will be made to FIFA Laws of the Game.

*Scorekeeping will be kept in the U12 and older divisions for the Player Development Rule (PDR). Under the PDR:
1) If a team is up by 4 or more goals, the Player Development Rule (PDR) will go into effect and the following amendments to the CISC Recreational Soccer Rules will be applied:
2) The team leading must make at least 5 passes without loss of possession before taking a shot. If a goal is scored by the team leading before a minimum of 5 passes without loss of possession are made, the goal will not and a goal kick will be awarded to the team behind.
3) Penalty Kicks to the team leading are exempt to the Player Development Rule as are an own goal scored against the team behind.
4) The team leading must drop behind the half to defend when it is a goal kick and are only allowed to challenge for the ball initially once the ball crosses into their defensive half of the field. If the team leading challenges for the ball before it has crossed the half, a foul will be called and an Indirect Free Kick will be awarded to the team from the spot where the infraction occurred.
5) Additionally, the clock will remain running when the Player Development Rule is in effect.
6) Playing by the Player Development Rule will be dismissed once the score for both teams fall within a one-goal difference. The Player Development Rule may be enacted again if the goal difference again becomes four or greater.
** A slide tackle is a defensive maneuver where a player dives and slides on the ground with one leg extended to push or take away the ball away from the opposing player. And though a slide tackle is not in itself considered a foul, there are a number of fouls that commonly occur during the unsuccessful execution of a slide tackle in addition too the risk of injury to the players involved if not performed properly (often as a result of being careless, reckless or using excessive force).
Therefore, in the interest of safety, a foul will be called, punishable by a direct free kick, when a player ATTEMPTS to slide tackle to regain possession of the ball from his/her opponent (irrespective if the slide tackle is successful or not). A foul will NOT be called when a player attempts a “slide tackle” to gain possession of the ball when the ball is NOT in possession by a player from the opposing team. Such instances may include sliding to keep the ball in play (from going out of touch) and sliding to prevent a goal from being scored over the goal line.
